California landlords were dealt another blow on June 25, 2021, when the embattled Governor Newsom and other legislative leaders agreed to extend the state’s eviction moratorium, brought on by the COVID-19 pandemic, until September 30, 2021 (Federally, the moratorium has been extended to July 31, 2021); the upside is the extension included the obligation of paying 100% of the back-rent owed by low-income residents who were impacted by the pandemic.
In January 2021, California approved a $2.6B bill which would provide assistance to tenants, provided they paid 1/4th of their rent; the bill also included an eviction moratorium, and was set to expire June 30, 2021. However, acknowledging the reality that many low-income individuals would face eviction on July 1, 2021; California has agreed to extend the eviction moratorium in an effort to help people get back on their feet while covering their back-rent and utility bills. This is the 4th extension of the eviction moratorium, and many landlords have not received full rent in over a year.
According to PolicyLink and the USC Equity Research Institute, there are about 758,000 households that are falling behind their rent obligations in California, with an average of $4,700.00 owed in back-rent.
